Sarasota County is currently in the process of preparing the 2026–2030 Consolidated Plan, which will identify strategies to support low- and moderate-income residents, strengthen neighborhoods, and address the needs of individuals experiencing homelessness and those with special needs.

Funding to support the priorities identified in the Consolidated Plan is provided by the U.S. Department of Housing and Urban Development through the Community Development Block Grant (CDBG) Program, the Emergency Solutions Grant (ESG) Program, and the HOME Investment Partnerships (HOME) Program.

The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities. Sarasota County is providing opportunities for residents and local organizations to share their perspectives on housing and community development needs and to help shape the 2026–2030 Consolidated Plan, including the 2026 Annual Action Plan. Residents of the County are encouraged to provide input by completing the community needs survey below:

Sarasota County will also hold two public meetings to receive public input on housing, homelessness, public service and community development needs within the County for CDBG, ESG, and HOME funding that will be considered for inclusion in the 2026–2030 Consolidated Plan. The meeting will include information about the amount of anticipated funds that will be available and the range of eligible activities. These funds must be used to benefit low- and moderate-income people and areas, and populations who require additional support.

All County residents are encouraged to attend one of these meetings and to complete the survey in order to share their opinions and priorities. You can also choose to leave comments with us through our email at HEROComments@scgov.net. Public input will be used to help guide the development of the County’s five-year Consolidated Plan.
Action Plan PY 2026-2027 Funding Availability
​Sarasota County's HERO division is anticipating an announcement from the U.S. Department of Housing and Urban Development regarding the Program Year 2026 (October 1, 2026 to September 30, 2027) Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME). The federal funding allocations for PY2025 were $1,767,490 in CDBG, and $152,828 in ESG. Anticipated funding allocations for HOME will be shared at a later time.
CDBG program funds are available for the provision of affordable housing, community and economic development activities and assistance for very low- to moderate-income persons and special populations within Sarasota County.
ESG program funds are available for emergency shelters and activities that support rapid re-housing and homelessness prevention.
Applications for Annual Action Plan Federal Fiscal Year 2026-2027 funding will become available on Monday, March 9, 2026 through the Neighborly portal below. Final applications for CDBG and ESG funding are due at 5 p.m. on Friday, April 3, 2026. Please submit one project per application – do not add multiple projects into one application, and do not submit the same project more than once. Preliminary funding recommendations will be determined by May 2026. Final awards will be determined in July, pending Board review.
